About the program

Hennepin County has ClearStream® portable recycling units (PRUs) available for recycling and organics (food and non-recyclable paper) collection at events. These recycling units have proven very successful in the recovery of clean materials and aiding litter control at events held away from home.

The loan program is available to cities, community groups, non-profit organizations, businesses and others who wish to collect and properly recycle beverage containers and food waste generated at events held in Hennepin County. The loan program supplies containers for the onsite collection of materials at special events only; it does not include the collection and transport of materials for processing.

About the containers

Each PRU consists of:

  • Frame and cover
  • Labeling
  • 1-5 clear plastic or compostable bags (as needed)

Up to 60 PRUs for container recycling and 40 PRUs for organics recycling are available.

Recycling Center Banners

Up to 10, 6-foot banners are available. The banners say Recycling Center and can hang above your containers to draw attention to their locations. Rope and/or posts for hanging are not included - events need to provide a way to hang the banners.

Event Recycling Stand-alone Banners

Up to six stand-alone banners are available. Banners come in a carrying case with a base, support poles and assembly instructions. Each case includes two banner options: recycling only, and recycling and organics. Banners stand about 10 feet tall when assembled and are designed to withstand moderate winds. The banners are intended to be placed near your waste stations to draw attention to their location.

Loan Program Guidelines
  • PRUs shall be picked up from and returned to Minneapolis Park and Recreation Board Headquarters, 2117 West River Road N, Minneapolis 55411. For more information about pick up, contact Kirsten Wahlberg at kirsten.wahlberg@hennepin.us.

  • New as of February 2016, a refundable deposit paid via credit card upon pick-up of PRUs is required. Your full deposit will be credited back to you upon return of the containers, provided all containers and parts are returned clean. Deposits are not required for city-sponsored events. The amount of the deposit depends on how many containers you reserve:

    • 1 - 5 PRUs: $100

    • 6 - 15 PRUs: $200

    • 16 - 25 PRUs: $300

    • 26 - 35 PRUs: $400

    • 36 - 45 PRUs: $500

    • 46 - 60 PRUs: $600

    • 61 - 80 PRUs: $750

    • 81 - 100 PRUs: $950

  • Containers must be returned clean. New as of February 2016, a $25 cleaning fee will be withheld from your deposit if containers are not returned clean.

  • The county reserves the right, in its sole and absolute discretion, to keep all or a portion of the deposit if all PRUs are not returned in the same condition in which they were received (i.e., clean and undamaged).

  • The county reserves the right, in its sole and absolute discretion, to keep all or a portion of the deposit if all PRUs are not returned on or before the date specified on this form.

  • The PRU loan is not a guarantee until the application is approved (you will be notified of approval).

I certify that I am an authorized representative of the above Sponsoring Organization, and that the above facts and following statements are true to the best of my knowledge. I have read the above PRU Loan Guidelines, and I and the Sponsoring Organization I represent agree to be bound by these guidelines. I and the Sponsoring Organization I represent understand that any violation of any part of this agreement will result in forfeiture of the deposit and immediate termination of the use of the PRUs. I and the Sponsoring Organization I represent agree to indemnify, defend, and hold harmless Hennepin County, its officials, its agents, and employees against any and all claims, damages, losses, and expenses, including legal fees, arising out of or in any way associated with the event involving the use of these PRUs.
